The reading of Romans 1-8 as a retelling of the story of the Torah is powerfully suggestive. In NT2 at MTC there was an essay question on this. I can't now remember what my problems were - and I hate saying that, because it makes it sound like I'm opposing him out of spite. IIRC the reading tends to break down whenever you look at individual bits. I probably should reread my hardcopy, and the stuff I used as source material. So much to read, so little time... If you want to look at +Tom's view closely, msg me on facebook.
